Although almost all of the province’s restaurants (outside of Toronto, Peel and Windsor) are allowed to open patio space for in situ dining starting today, there’s nothing for musicians to celebrate.

Stringent rules imposed by the Province of Ontario to prevent the spread of COVID-19 specifically stipulate there shall be no live music and no dancing, leaving performers wondering if the world has gone mad.

While obviously loud bands that generate throngs of people bumping and grinding on the dance floors are probably not a good idea, it seems ridiculous to many to not allow, for example, a solo artist or duo properly socially distanced from the patrons to perform in a corner of the patios, many of which are being permitted to extend their space.

Some musicians are trying to fight back.  Veteran bass player Stan Miczek has written a letter to his local MPP and posted it on Facebook to encourage others to follow suit.

It says: “I am a life long professional musician born and raised and living in Toronto. Toronto is touted as “Music City”. Yet our ENTIRE industry for live music has been erased. Completely erased. We were the very first industry to be completely shut down. Gone are the sustaining theater and festival gigs. And also gone are the bar and restaurant gigs that keep musicians able to pay rent, bills and EAT. And now the City of Toronto has made it impossible to work as they have banned live music in patios and restaurants. The CERB funding was sustaining a lot of us but that money is reaching its 16 week maximum. Id be fine with that if I had the chance to go back to work doing what I do. I dont DO anything else. Im a FULL TIME professional musician. Ive played the SARSTOCK show last time we had a critical health emergency to help tourism and bring money to this city. Now that the CERB $ is ending for many of us, that leaves us NOTHING. A few programs that hand out a pittance for internet performances is NOT going to pay the rent.

We are organizing petitions and signing them by the thousands to get CERB funding extended for musicians. We have had NO choice and NO say in the matter. We all want to play. But since the City of Toronto has made that impossible, we can’t work. So I, and we (the musicians collectively) are asking the CERB relief be extended to musicians as long as they make it impossible for us to get back to work. And let me remind you when we DO get back to work there wont be much left for us to get back to as clubs and bars and restaurants are going belly up every day.”

A more formal petition addressed to Toronto Public Health in advance of putative reopening of Toronto patios has also been started on social activist site Change.org by musician Mike Freedman and so far has 4,223 signatures out of 5,000 it is endeavouring to collect.

It says: “The economy in Ontario has been adversely affected by the onset of Covid-19 and the quarantine measures that have been put in place in order to stop the spread of this deadly virus. Through this outbreak, many sectors of the population have been affected, including the gigging sector and musicians.

“As musician’s we are reliant on gigs for our livelihood, either on a part time or full time basis.  While the CERB has been helpful for musicians and the gigging economy, we are under the understanding that we are only entitled to 4 months of coverage. As of June 6th, the City of Toronto posted the announcement that live music was prohibited in restaurants, without any clear explanation.  We are concerned that further measures have not been considered to allow for musicians to gradually begin gigging again, once the CERB funding ends in August. 

“We are concerned that the government hasn’t considered gradually phasing musicians back into work through possible accommodations like; 1) Limiting the number of musician’s 2) Controlling the volume through the use of decibel readers, 3) The use of plexiglass to limit the spread from singers and other musicians, 4) The use of masks while performing as well as social distancing onstage and possibly 5) The use of masks by an audience attending a larger performance.

“We are asking that these accommodations and limitations be considered, to allow musicians to return to performing live in smaller clubs and restaurants and progressively return back to gigging more fully in larger venues.  Musicians bring a richness to the cities they perform in, through the great music they play and the positive energy the music brings to the patrons.  The Canadian Live Music Association, which represents concert promoters, festivals, presenters, venues, agents, ticketing companies, industry associations and suppliers, says the live music industry consists of 72,000 employees — all of them impacted by the outbreak — and contributes $3.5 billion annually to Canada’s GDP.  We believe that through a careful but calculated approach, musicians can be phased back into performing in clubs and restaurants and eventually all venues much sooner, without compromising the spread and infection rate of the Covid-19 virus.  We realize that these are extremely challenging times for all sectors of the population, but feel that music brings a positive element back into our society that is dearly needed at this time.”
